After years of planning and design, 250 East Market Street received Final Land Development approval from West Chester Borough. Howell worked closely with the project team, which included Eli Kahn of E. Kahn Development, Bernardon Architects, Brian Nagle, the project attorney, John Wichner, the Traffic Engineer and Patrick Stuart, the Landscape Architect.

The project was initiated when Eli purchased Rubenstein’s property, one of the original office and school supply businesses in the area. Afterward, he purchased a storage warehouse, which allowed him to control the entire block between East Market, East Barnard and S. Franklin Streets. Eli joined forces with Bernardon Architects to develop a multi-story apartment building following the Borough’s HO-60 guidelines for development in the Town Center District.
Howell was retained to survey the property and provide civil engineering for the site development. Howell was challenged with designing a subsurface stormwater management system that fit between the structural supports while avoiding a large underground culvert for Goose Creek. Howell also performed a detailed floodplain study of Goose Creek utilizing HEC-RAS software to verify the 100-year flood elevations across the site. Howell also worked with the Borough Staff, Committees and Consultants to refine all the exterior design features, including access, circulation, ADA accessibility, pedestrian connectivity, landscaping, lighting and public amenities.
Stay tuned for more updates as this project comes to life!
