In Sunoco We Trust? A Zoning Anomaly

What is Zoning? Zoning is the classification of land according to restrictions placed on its use and development.

Zoning laws, which govern how land can be used, vary by county and reflect factors such as geography, resources and wildlife protection. Since these regulations evolve, older structures sometimes appear oddly out of place under modern standards. Earlier in my career, I used to stop for gas on my way home from work. This is a striking example- the so-called "Gas Station Church”, at first seemed ordinary but upon closer inspection revealed its unusual character.

What you see here is the Arlington Temple United Methodist Church in Rosslyn, Virginia. A unique landmark that was built in 1970 and was officially opened in 1971. The church can only be accessed via an elevated walkway, a design that poses clear problems.

Arlington Temple United Methodist Church is built on top of a full-service gas station. Reverend James Robertson founded it to serve a growing but then unchurched population, securing the unusual site because zoning regulations allowed for both a gas station and a church. The arrangement ensured financial stability even if membership lagged, since demand for gas was reliable. Today, the church still draws about fifty worshippers each week, modest but steady in a neighborhood dominated by young professionals with little religious involvement, while continuing to serve as both a sanctuary above and a fueling station below.

Arlington’s zoning rules don’t forbid building on top of a vehicle service station, and because the First Amendment protects religious institutions, nothing prevents a church from being built there. Thus, allowing for this to happen. Though modern safety standards would prevent such a project today without significant upgrades, the “Gas Station Church” illustrates how strict zoning rules can still create unusual anomalies.

At Howell, we help clients bring creative project ideas to life by researching and navigating zoning regulations. While final approvals rest with decision-makers, we guide clients through the process, clarifying constraints and exploring possibilities.
