Over the last five years, Howell has provided engineering, surveying and environmental services related to the land use entitlements and construction of Dowlin Forge Station in East Brandywine Township, Chester County, PA.

The development site consists of 200+ units, including townhouses and single-family homes. Howell supported the developer in a myriad of field changes required during construction, which included upgrades to adjacent Township roads, sewage treatment plan upgrades and modifications to sediment facilities and stormwater management facilities.

As the site approaches final close-out, Howell continues to assist the developer in construction oversight services, including the required termination of the site’s National Pollutant Discharge Elimination System (NPDES) Permit. The permit’s termination involves onsite construction oversight of stormwater facility conversion from construction phase to post-construction phase configuration. Howell will act as the liaison between the developer, Conservation District and Township Engineer to ensure all conversion activities stay on schedule.
